About the Board

ROGER WHITLOCK

President

Roger holds both a bachelors degree and a masters degree from Mississippi State University. He was a marketing education teacher, a baseball coach, and a DECA advisor at Union High School from 1983 to 1994. He retired from East Central Community College in 2014 after serving as a program coordinator and Dean of Workforce Education for 20 years.

​

Roger and his wife, Marsha, have two daughters, both of whom are graduates of Union. His youngest daughter and her husband are UPSD employees, and his two oldest grandchildren are Yellow Jackets.

TEONEKA WALLACE

Vice President

Teoneka, whose parents are both Union graduates, is a UPSD class of 2000 alumna herself. She earned her Surgical Technology certificate from Meridian Community College in 2009. Next, Teoneka attended East Central Community College to become a Licensed Practical Nurse. She now works as an LPN for Lakeland Nurse & Rehab..

​

Teoneka's son Kenyon Clay, a 2022 graduate of UHS, attends Arkansas State University where he is a running back on the football team.

MARLEY BURNS

Secretary

Marley is a 2003 graduate of Union High School. After graduating, she attended East Central Community College, where she received an associates degree in Biology, and then Mississippi College to earn her bachelors degree in Biology. She went on to earn a Doctor of Pharmacy degree from the University of Mississippi in 2011.

Marley is a pharmacist, and she and her husband, John, who graduated from Union in 2002, have two daughters. Kenley and Laken both attend Union Middle School.

SANDRA WINSTEAD

Treasurer

Sandra graduated from Union High School in 1981. She earned a bachelors degree in Mathematics from Mississippi College and a masters in Secondary Education from Mississippi State University. She taught math at Union High School from 1989 to 2009 and was a long-time sponsor of the Beta Club.

Sandra and her husband, Terrell, a 1979 UPSD graduate, have three children, all of whom graduated from Union, as well. Her oldest son and his wife both work in the school district, and their three children are Yellow Jackets.

RALPH FREEMAN

Board Member

Ralph is a 1976 graduate of UHS, where his mother taught off and on from 1948 to 1995. Before that, his father graduated from Union in 1942 and his grandparents in 1919. Many other family members have been, currently are, or will be Yellow Jackets.

Ralph earned a degree in Business Adminstration from Mississippi State University in 1980 and worked for twenty years in sales and marketing management.

VINCENT MCELHENNEY

Board Member

Vincent is a graduate of Newton County High School and of East Central Community College's nursing program. He has worked for twenty years at East Mississippi State Hospital. He's filled many roles in his time there, most recently serving as a nurse educator.

​

Vincent is married to Jennifer Cumberland McElhenney and they have one son, Austin. Both Jennifer and Austin are Union graduates.
